Information for applicants (admission process)
Applicant for bachelor’s or master’s (non-follow-up) study programs
An applicant to study at UJEP who has applied to study in a bachelor’s study program or a master’s study program (non-follow-up) and achieved foreign secondary education, is obliged in the admission procedure to prove the achievement of secondary education with a school leaving certificate, i.e., the document according to § 48 paragraph 4 letter a) to d) of the Act on Universities in the following manner:

At the same time, it also applies that an applicant who has not achieved secondary education with a school-leaving exam may exceptionally be accepted to study in the field of art, such an applicant does not prove that he/she has met the condition of achieving secondary education with a school-leaving examination.
Applicant for follow-up master’s or doctoral study programs
UJEP applicant for follow-up master’s or doctoral study programs achieving foreign university education, is obliged to prove achievement of the required degree of higher education in the admission procedure with a document according to § 48 paragraph 5 letter a) to c) of the Act on Universities in the following manner:

Information for other applicants (recognition of foreign higher education and qualifications)
Applicant for recognition of foreign higher education (applicant for nostrification ) who is not an applicant to study at UJEP.
Authorities deciding on the recognition of foreign higher education and qualifications
- Public university – decides on the recognition of foreign education and qualifications only if it carries out a study program/field of study similar in content; the relevant public university can be found in the Register of universities and study programs maintained by the Ministry of Education, Youth and Sports of the Czech Republic
- The Ministry of Education, Youth and Sports of the Czech Republic – in dubio – will determine the affiliation of the public university or decide on the admission of foreign higher education and qualifications itself (more information here); it is also the appellate administrative body in the proceedings
- Ministry of Defense of the Czech Republic – decides on the recognition of foreign higher education and military qualification
- Ministry of Interior of the Czech Republic – decides on the recognition of foreign higher education and qualifications in the field of security services
Proceedings on the recognition of foreign higher education and qualifications
Before applying for recognition of foreign higher education and qualifications, we recommend the applicant to verify whether the University of Jan Evangelista Purkyně in Ústí nad Labem offers a study program/field of study like the study program/field of study he/she graduated from. The fee for the procedure related to foreign higher education and qualifications recognition
The Higher Education Act stipulates the fee of CZK 3,000 associated with the procedure for recognition of foreign higher education and qualifications. This fee is due on the date of application. In the case of persons under international protection, the procedure for recognition of foreign higher education and qualifications is not charged.
Payment of the fee is only possible by bank transfer, not in person. The following bank connections apply for payment of the fee:

The applicant is obliged to ensure that the entire amount of CZK 3,000 always reaches the university’s account. Any bank fees are paid by the applicant.
Application
The application for recognitionof foreign higher education and qualifications is submitted on the specified form (in Czech or English, see bellow). The application can also be submitted in the form of a letter, but it must contain the following details: name and surname of the foreign university graduate, date and place of birth, address of permanent residence, address to which the decision should be sent, purpose for which the applicant is requesting admission, name of the university attended, its headquarters (city, state) and internet address, name of the study program/field of study attended in the Czech language, type of study program/field of study, or education for which the applicant is requesting recognition (bachelor’s, master’s, postgraduate), date of commencement and completion of studies at the university attended, date of submission and signature of the university graduate.

Mandatory application enclosures
- Officially certified copy of the diploma or other similar document confirming the successful completion of university studies issued by the foreign university (a copy certified by a notary, registrar or other authorized authority) + official translation of this document into the Czech language (translation carried out by a court interpreter or the embassy of the Czech Republic)
- Officially certified copy of the addendum to the diploma, or list of completed subjects (excerpt from the student card/index), which for each subject contains information about how it was completed, with what result, what its scope was (e.g. 1 semester – 2 hours/week), and, if possible, what annotation it had (a copy certified by a notary, registry office or other authorized authority) + official translation of this document into the Czech language (translation carried out by a court interpreter or the embassy of the Czech Republic)
- Verification of the authenticity of signatures and stamps on the original diploma, or other similar document confirming the successful completion of university studies, unless the international agreement stipulates otherwise (see below)
- Original or officially certified copy of power of attorney, if another person represents the applicant in the proceedings + official translation of this power of attorney into the Czech language
- Officially certified copy of his/her marriage certificate, birth certificate, or other proof of name change, if the applicant’s name has changed in the period between the issuance of the diploma and the submission of the application (if the name on the diploma and the current name of the applicant are different) + official translation of this document into the Czech language
- The original or an officially certified copy of the decision to grant refugee status, if the person who has been granted this status applies for recognition
The education documents submitted as part of the application for admission of foreign higher education and qualifications are not returned to the applicant.
Verification of the authenticity of signatures and stamps on original documents
Jan Evangelista Purkyně University in Ústí nad Labem takes its right and in the following cases requires verification of the authenticity of signatures and stamps on the original diploma, or other similar document confirming successful completion of university studies. Specific requirements for verifying the authenticity of signatures and stamps are differentiated according to countries in accordance with international treaties:
- In the recognition procedure of foreign education and qualifications, the authenticity of signatures and imprints of stamps on the original diploma, or other similar document confirming the successful completion of university studies, can be without verification only in cases where a bilateral agreement on legal assistance has been concluded with the relevant state (diplomas or other similar documents issued in such a state are valid on the territory of the Czech Republic without further verification of the authenticity of signatures and stamp).
- In other cases, the authenticity of the signatures and stamps on the original diploma or other similar document must be verified:

- by apostille, in cases where the relevant state is a signatory to the multilateral Convention on the Abolition of the Requirement for the Authentication of Foreign Public Documents (Hague Convention) – this is a verification issued by the so-called apostille office of the state in which the given diploma or other similar document was issued (a list of individual apostille offices is available on the website of the Hague Conference), or
- by a higher verification of a foreign document, in all remaining cases – this is verification carried out first by the Ministry of Foreign Affairs of the state in which the foreign higher education institution has its seat (or by the competent foreign authority), and subsequently by the competent representative body of the Czech Republic for the country in which the foreign university is headquartered.

Deadline for issuing a certificate of recognition of foreign higher education and qualifications
Applications are processed within 30-60 days of their delivery and payment of the fee. This period does not include the time during which the proceedings are suspended. The decision is always sent to the applicant’s own hands (or to the authorized person’s own hands) to the address specified in the application as the delivery address.
Appeal against the decision
The applicant has the right to appeal against the decision within 15 days from the delivery of the decision. The appeal is submitted to the Ministry of Education, Youth and Sports of the Czech Republic through the Jan Evangelista Purkyně University in Ústí nad Labem. The university will either comply with the appeal in full and carry out auto-remedy, or the matter will be forwarded to the Ministry as the appeals administrative body for a decision. The Ministry of Education, Youth and Sports of the Czech Republic will then decide on the appeal – it will either accept it or confirm the decision of the public university.
The appeal must contain the following details, which must also be supported by relevant documents: name and surname of the applicant and, where applicable, his representative based on the submitted officially certified power of attorney, date of birth of the applicant, address of permanent residence of the applicant (if the applicant does not have a permanent residence in the Czech Republic, he will state an address abroad), address for delivery of documents, proceedings number and date of issue of the contested decision, reasoning of the appeal, i.e. to what extent the applicant challenges the decision and what he/she sees as a contradiction with legal regulations or the incorrectness of the decision or procedure, date and handwritten signature of the applicant or his/her representative based on the submitted officially certified power of attorney.
